A dog fed a home-cooked or wet-food diet still needs a plain carbohydrate base most of the time, and buying that separately as a mixer is usually cheaper than buying it built into a branded moist food.

This is a mixer, not a complete food on its own - Burns formulate it to be combined with a Burns complete wet food or a home-cooked meal, not fed alone. It's built on brown rice as the main ingredient, with oats, peas, duck fat, whole linseed, seaweed and mixed herbs added, and it's formulated without wheat.
