Most retractable-lead accidents happen at dusk, when a thin cord is nearly invisible against tarmac and a driver has no idea a dog is on the end of it.
flexi build a reflective protector belt into this cord lead specifically for that reason, alongside their usual braking system that locks the 5 metre cord at whatever length you've let out. It's rated for dogs up to 12kg and housed in a size SML case.
