Almost nobody buys a dental chew because of the teeth. They buy it because the dog yawned at them across the sofa and something had to be done about it. Breath is the symptom people act on, which is why a chew that goes after the smell is a chew that actually gets bought again.
ActivFresh is built around that: spirulina and honey, which Purina say are there to neutralise the bacteria responsible for bad breath, in a stick with a deliberately soft and spongy texture so the mechanical cleaning reaches the back teeth rather than skidding off them.
