It's a small thing that genuinely helps for any cat that's out after dark.
How reflective material actually helps
The reflective thread doesn't glow on its own — it works by bouncing a light source, like headlights or a torch, straight back the way it came, which is far more noticeable at a distance than a plain colour would be, even a bright one. That makes it most useful exactly when it matters: dusk, dawn and full dark, when a cat is hardest to spot from a car or bike.

Getting the fit right
You should be able to fit one or two fingers between the collar and your cat's neck comfortably — snug enough that it won't slip over the head, loose enough that it isn't rubbing or restricting breathing. Check the fit again a few weeks after a kitten or young cat gets a new collar, since they grow faster than owners expect.
Check any collar regularly for fraying, and replace it if the safety buckle stops releasing cleanly under a firm pull, since a buckle that's stuck defeats the entire point of having one.
