Floor space is the thing most flats do not have, and it is also the thing a cat cares least about. Cats measure a room vertically: the top of the wardrobe, the shelf above the radiator, anywhere they can sit above the traffic and watch it go by. Putting steps on a wall gives them all of that without surrendering a square metre of a room you also have to live in.
