An unrestrained dog in a car is a problem twice over: a distraction at thirty miles an hour and a projectile at anything faster, and the Highway Code is clear that they should be suitably restrained. Clip the tether to a harness, never a collar. In a sudden stop, a tether attached to a collar puts the entire force of the dog through their neck; it belongs on the back ring of a well-fitted harness.
