Halloween dressing up works best when it is quick to put on and quicker to take off, and a collar set manages that where a full costume never will. It buckles round the neck like an ordinary collar and comes in five sizes from XS through to XL, so the fit is set at the neck rather than guessed at. The check that matters is two fingers: with the collar fastened you should be able to slide two fingers flat between the strap and your dog's neck, no more and no less.
