A dog doesn't mind smelling like a dog; the person holding the lead usually does. A cologne spray is entirely for the human end of that arrangement, and it works by masking rather than by cleaning anything underneath it.

This is Ancol's Old Spike, a 100ML spray built around Aloe Barbadensis Leaf and chamomile (Anthemis Nobilis), intended to soothe the skin while the fragrance does its job. It's alcohol-based (denatured ethanol), which is what makes it flammable, and it's designed for use after a bath or any time in between.

On using it safely. Ancol's safety instruction is not to spray this directly at your dog's eyes, nose, mouth or ears, since it can cause serious eye irritation if it gets in them - keep it well away from the face and go for the coat and body instead. Being flammable with a flash point this low also means keeping it away from anything hot while you use it, not just off the dog's face.
