A cage that only offers a single dowel perch and a seed pot is meeting the bare minimum; the accessories are what turn it into an environment a bird actually wants to spend time in.
Perches: variety matters more than novelty
A single smooth, uniform perch all the way round a cage is one of the more common oversights, because a bird standing on the same diameter surface all day gets no variation in foot pressure, which matters for foot health over time. Mixing in something like a Nature First Rope Bridge Perch alongside a standard wooden dowel gives a bird different textures and thicknesses to grip.
Natural wood and rope perches also give a bird something to chew and condition its beak against, which a moulded plastic perch does not offer in the same way. Toys and enrichment for a caged bird
Cage birds are inquisitive by nature, and a cage with nothing to investigate beyond food and water tends to produce a bored, occasionally destructive bird — feather plucking and excessive screeching are both behaviours that boredom can contribute to. Simple additions like a bird cargo net, a bell, or a chewable toy give a bird something to interact with between meals.
It is worth rotating two or three toys in and out rather than filling a cage permanently, since a toy a bird has seen every day for months stops registering as anything new. Introduce a new item gradually rather than all at once for a bird that is naturally cautious of change.
Hygiene kit that gets overlooked
A cage disinfectant made for birds, such as Johnson's Clean 'N' Safe, is formulated to be safe once dry in a space a bird will be breathing in constantly — a general household cleaner is not a substitute, because residue and fumes matter far more in an enclosed cage than in an open room.
A full clean-out on a proper cycle, not just wiped over when it looks obviously dirty, keeps droppings and stale food from building up in corners a bird cannot get away from. It is one of the less interesting parts of keeping a cage bird, and one of the ones that affects their health the most directly.

- More than one, and ideally of different diameters and materials — a mix of natural wood and rope rather than several identical dowels. Varying what a bird stands on through the day is better for its feet than a uniform perch used constantly.
