A budgie left with nothing but a seed bowl spends most of its day doing very little, and the point of a treat stick is to give it something to strip and work at rather than something to simply peck up.

This is a complementary treat, not a complete food. Vitakraft bake it three times onto a natural wooden stick, which the manufacturer says gets closer to how budgies actually strip seed from grasses in the wild than tipping a treat into a dish. It comes with a cage clip and is fortified with added vitamins and honey.
