Small baked biscuits with carrot, made to be handed over one at a time. That is most of the point of them: a treat you give by hand is how a nervous rabbit learns that a hand coming into the hutch is a good thing rather than a thing to bolt from.

Read the ingredient order. Wheat flour is first and sugar is ahead of the carrot, so this is a biscuit with carrot in it rather than a vegetable. That is true of nearly every baked small-pet treat on the shelf and it is fine at one or two a day, but it is not hay, and a rabbit that fills up on biscuits is a rabbit not eating the fibre its gut and its teeth actually need.
