Cage floor space is fixed the day you buy the cage. Height usually is not, and a rat that has run out of anywhere new to sleep will make a bed on top of the water bottle instead. Hanging something soft in the empty air above the shelf is the cheapest way to give an animal somewhere else to be.

This one hangs as two levels rather than one. The bottom section is 40cm along the front edge and makes an enclosed pouch to burrow into; the top section is 30cm along the top edge and 30cm deep, and is the open shelf to sprawl on. It is quilted polyester, clipped to the cage bars, and Little Friends state it will comfortably take 2 adult ferrets or 5+ adult rats.
