How to measure

Measure the neck all the way round where a collar would sit.
Measure the bust round the widest part of the chest, just behind the front legs.
Measure the abdomen round the narrowest part of the tummy.

That is the situation this fleece is built for: a soft lined hoodie covering the back and chest indoors, with a roomy hood that sits down as a collar when it is not up. There is a reason the photographs show it modelled on a Sphynx rather than a dog.

Fleece is the right material for indoor warmth specifically. It is light, it holds warm air against the skin, and it does not need to be waterproof because it is not going out in the rain. The hood is generous rather than tight, and a small badge detail sits on the front.
