Wrap a soft tape around the base of the neck.
Add room for two fingers between the tape and the neck.

Cats groom themselves obsessively, which makes a collar-based flea treatment appealing precisely because it doesn't rely on a spot-on staying put on skin the cat can reach and lick.

This collar contains Margosa extract at 20.4g/kg and Lavandula hybrida (lavandin) oil at 15.3g/kg, repelling fleas for up to 12 weeks per collar. Beaphar say it takes 5-7 days to reach optimal effect, fitted by threading the free end through the buckle and leaving space for two fingers between the collar and the cat's neck. It's adjustable at 35cm, for cats from 12 weeks old, at any weight.
