Most muzzle refusal has nothing to do with the muzzle and everything to do with the shape: a tight band muzzle that clamps the mouth shut stops a dog panting, drinking or taking a treat, and a dog that cannot do any of those three things will fight to get it off. A basket-style muzzle solves that by leaving the mouth free to open inside a cage the dog cannot bite through.
