If you genuinely need to compare a dry food against a wet one, the only fair method is converting both to a dry-matter basis by adjusting for their respective moisture content, which is beyond what most owners will do at home. In practice, if your vet has recommended watching phosphorus closely for a diagnosed condition, they'll advise on a specific therapeutic diet rather than expecting you to run that calculation yourself.
Who should be checking this at all
For a healthy dog, phosphorus content in a normal complete dry food is not something that needs active management, and there's no benefit to seeking out a lower figure without a specific reason. This kind of comparison becomes relevant mainly for a dog with a vet-diagnosed kidney condition, where dietary phosphorus is part of a wider management plan.
